Senate GOP Support Trump's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators floated a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Deepening Impact of Federal Closure

The impact on Americans from the lengthiest closure of the US government in history deepened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

President's Proposal from Florida Resort

As Saturday's meeting got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator said.

Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Democratic senators expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the censure of carriers by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? Then I applaud your support for Medicare for All."

Ongoing Talks

The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of moderate Democrats to end the shutdown in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and extend the payments for a year.

Another senior Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the payments before discussing the future of the subsidies.

"Doing nothing is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Political Situation

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some analysts suggested that the essence of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that failed to garner enough backing in 2017.
